What problem, exactly, are you experiencing?  As I recall, 1.06.1
was a simple:

gzip -d source.tar.gz
tar xvf source.tar
edit policy.h (just tells uucp where to keep its laundry)
make install

This was with both BSD/OS 1.0 and 2.0.1.  If you'd like, drop
me a note and I'll send you my policy.h to start with.
