Not sure what is meant by "as is".  They have a full group dedicated to CDE,
and it is only a 1.0 release, well 1.0.1.  As for gambling on Openwin. They
just can't get rid of it but will have to phase it out.  There are alot of
customers using Openwin even if they are running Motif (mwm) as I was.  
Solaris 2.6, slated for end of year will have CDE as the default provided 
customers are OK with this.  As for X-Inside, they are very close with SunSoft
and provide driver support for Solaris Intel.

You will see alot of Sun's CDE people when comp.unix.cde is created.  2nd
call for votes is out now, so expect to see the group in 2 months time.

I've been running CDE since beta 1 and while its not perfect, its _very_ useable.
