By replacing your console driver. :-)
Nope, the reboot behaviour is described in the keymap. Load another
one. This is the line in question:
083 del '.' '.' '.' '.' '.' boot boot N
^^^^^^^^^^^
Note that you will have to create a new map under
/usr/src/share/syscons/keymaps, all existing maps do have an entry for
`boot'.
