W H A T    I S    A     L A M E    D E L E G A T I O N ?

A lame delegation is an instance when a nameserver has been listed as
authoritative for a domain, but does not seem to be performing
authoritative service for that domain.  That is, the nameserver appears
to be answering out of its cache instead of out of its data.  Note that
even a server which is performing secondary service for a domain is
still an authoritative server, and should be returning authoritative
data.

See RFC1713 which just hit the streets. It contains an explanation
of lame delegation as well as pointers to tools useful for debugging
this problem.

   I am receiving a lame delegation on anubis.westmoreland.pa.us.  My
   server is charon.psc.edu.  We are not authority for any of the parent
   domains, and the root servers do not appear to have delegated any of
   them to us (or anyone?).

   These are the types of errors that totally baffle me.

The .US domain is delegated to VENERA.ISI.EDU.  VENERA delegates the
WESTMORELAND.PA.US domain to CHARON.PSC.EDU and DNS1.PSC.EDU.  If
CHARON.PSC.EDU isn't authoritative for this domain, it's a lame delegation.
