There are always users like that. The difference is that the apearance and
user interface for the more sophisticated techniques are the same in troff
or tex or other markup languages.

Personally, I'd rather use a purely structural markup language like strict
html, with separate style sheets. Speaking of which:

<blink>This is a big problem on the WEB</blink> despite a lot of early design
that encouraged <em>semantic</em> rather than <b>formatting</bold> markup.
<h2>There are even web pages that put whole paragraphs in headers because
the user was treating the headers as formatting information.</h2>
