FreeBSD is going to track the Linux abi as aggressively as it changes. Usually, if the system is *designed*, there is a specification from which the kernel uses for the binary format. FreeBSD is simply going to maintain the ability to use several binary formats, including the one that Linux uses. So, userland apps that run on Linux will be as much *native* BSD as they are Linux.
