Followup:
I found that even re-installing FBSD2.1R with NT NTFS installed on the
first partition (0) would not make FBSD 2.1R boot from disk 0 without a
floppy.

I discovered that the tools must be DOS specific to the file system
on part 0 since it was an NTFS. When I re-installed DOS on part 0,
I could then install freebsd 2.1R on part 1 and boot both DOS and FBSD
2.1R using OSBS. So it seems that NTFS being on part 0 changes the
way installing the master boot works. Any comments or further
suggestions?
