Followup: I tried disklabel -B sd0, disklabel -B /dev/rsd0c -b 
/usr/mdec/sdboot. It did not work. 

Any other suggestions would be appreciated. I can boot from floppy
and then hd(0,a)/kernel and get sd0 up and working. I just blew
away the bootstrap on sd0 and want some suggestions from someone
who has seen this before.
