I had similar problems using the 946C controllers.  After perusing the 
Buslogic WWW pages I found a paper that said to use edge interrupts instead of 
the level type.  You have to set both the CMOS and the 946 to edge and the 
spurious interrupts go away.

Give it a try.  It worked for me.
