If you can provide 2 nameservers that are always connected to the Internet,
then contact the Internic (http://www.internic.net/).  They will charge
you $100 initially and after the first 2 years, $50/year.  If you can't
provide the two nameservers, then you have to stick with your ISP since
that's what they're charging you the extra for.
