Everything is possible given enough money, time and/or high explosives. Assuming you have privleges on the router, modems at work etc, ppp can be set up to initiate from either end. Your big problem is that your office doesn't know when you want to connect from the laptop. If you can schedule connections, use cron at work to ping your laptop, which should initiate the call/connection. Otherwise you need to call from the laptop, login at work and run ping, possibly delayed, disconnect and set the laptop to answer.
