You'd need more than just running tip.

You'd need to use sed (or, better, a Perl program) to edit (or move a copy
of) /etc/ttys, sighup init, THEN tip the modems, then put /etc/ttys back,
and sighup init again.

IMHO, it's far better to just set your modem to automatically reset to
factory defaults when DTR is dropped (&D3 with many modems), and then have
cron kill the gettys occasionally.  It's a trivial bit of Perl
programming.  Heck, you could probably do it with a shell script.
