I haven't had any trouble setting up bootpd, however i'm not booting
any machines off it, only supplying IP addresses for HP JetDirect
cards etc.

Start the program from the shell in standalone mode with some -d debug
level to see what happens.  Of course, you must not enable it in inetd
simultaneously (but can do this once you've setup the configuration).
