This one has come up before, and has me a bit curious. I'm running 2.1R and pulled down 
the qpop package straight from the 2.1R packages collection. This package installs 
itself in /usr/local/libexec rather than /usr/libexec . The commented line at the 
bottom of /etc/inetd.conf agrees with the package installation. All I had to do was 
uncomment this line and reboot after adding the qpop package and popper has worked fine 
ever since.

I would suggest that you check the package installation path and your inetd.conf file. 
Also, if you pulled qpop from an alternate source and compiled it directly, you may 
have overlooked something in the configuration. Try the prefab package for your 
particular edition of FreeBSD.
