The current directory is not in the default search path (and for
security reasons, it should never be there for the `root' account on a
multi-user machine).

Assuming you're using the C-shell, use

	set path = ($path /usr/X11R6/bin)

to add the X11 binaries' path.

Btw., type ``./foo'' to start program `foo' when it resides in the
current directory.
