Trust me. I have the BIOS set to boot from A: and then C:. I tested if 
the system can boot off floppy using DOS 7 (win95) boot diskette - that 
was okay. I cannot seem to pin-point the problem booting from the floppy. 
I have gotten further along ...

Next, I tried to install from the DOS after copying 'dists' files. I got
the idea from another posting by phillip@rmit.edu.au. The install worked
until the Install Packages screen. Even though I copied dists\bin and
dists\floppy into c:\freebsd, my minimal install fails with a message
'Cannot find ROOT'.
