First, it's just Mesa, not MesaGL. Second, I know of two cases in which Mesa has been adapted to drive 3-D hardware: the GLint chip and a Cirrus board. While Mesa wasn't _initially_ designed for hardware acceleration it has evolved to accomodate it now.
