Are your serial ports configured correctly (dmesg)?
What port/IRQ is your modem connected to?
What /dev device are you pointing tip & kermit at (l /dev/cua??)?
How is the port set up (stty </dev/cua??)?

Your first concern has to be getting to see the current modem config.
You say that it works half the time... what program is making it work ?
Is it ppp ? It is _very_ odd that kermit & tip can't connect to it.
Does kermit hang ? If so, have you tried doing a ^c ? Are you using
the cua?? devices ?

Sorry to ask so many questions, but I've certainly never seen this
behaviour.
