Thomas means to export from the UK, not to go into the US.

Which is why we are doing everything within our legal rights to
do to move advanced crypto research to countries like South
Africa, to make it available for everyone.

Sure, eventually, this means that South Africa will have better
crypto than the NSA, but who cares? Our intent is commerce, not
control.

Crypto systems are no more munitions than Nitrogen/Phosphorus
fertilizer is an explosive. Intent counts. It's possible to
misuse any tool.
