It means that pppd was not allowed to acquire its tty line as the
controlling tty.  There are several conditions that must be met in
order to be allowed to get a ctty.

No idea how to fix this in your case.  No idea what might break,
except that pppd won't be able to get tty-driver generated signals
(like SIGHUP).
