By default, it disables LUNs for CD-ROM drives since there are too many broken drives around that claim all LUNs even though they should not. FreeBSD 2.1R didn't know about your drive, while newer systems do. Look around in /sys/scsi/scsiconf.c, you should find something like: "CD-ROM DRM-600" Make this string match the inquiry string of your drive, and you should be going.
