If this is the case, you can override the automatic driver selection by adding the line: Chipset "tvga8900" to the appropriate section of your Xconfig. Note that there is only a generic driver for the mono server, and there is currently no ATI driver for the mono server, so I'm not sure about your statement above. To know for certain which driver is being used, redirect the server's stderr to a file, and look at the startup message.
