Thanks to all of you that replied to my call for help. I finally got it 
to go. I decided to adopt a "shotgun approach" and hit it with 
everything I could think of.

First I found there was no ifconfig line for the tun0 device in 
/etc/sysinstall - good reason for it not working, Then fired up GateD 
with a very simple config (rip yes;) and permitted everthing in in the 
iijppp filters. In my case rip causing ppp to dial is desirable to keep 
the link open as this machine hosts mail and web servers. This is 
**very** rough, but it works.

Having somewhat recovered from many long hours and a lot of hair pulling 
I will sit down calmly and work out what makes it go and not go as the 
case maybe and work towards a much more elegant solution.
