Yep. You forgot to copy the /nls files over to the appropriate Xwindow 
directory.

In the Netscape .tar.gz file you'll find a /nls directory as well as the 
direct Netscape files. Copy the contents of the /nls directory to 
/usr/X11R6/lib/X11/nls. One of the text files in there explains this.

Also, at least some versions of Netscape seem to need an Xwindows directory 
called X11 instead of X11R6. A symlink solved that problem for me.

Sorry to be so long replying to your post, but my ISP has been messing with 
their newsserver setup, "improving" the system so well that I couldn't 
hardly read anything for awhile.
