The position I understood was that you could provide readonly onward news feeds, but couldn't originate articles on other machines, although I suspect that there would be no real complaints if you were providing a backup route for someone who had already injected the article via another account or ISP, as the presumption would be that Demon would normally already have the article. This was a clear distinction from Eunet (now PSI) who did charge for every site receiving news directly and indirectly from their feed.
