Did you use the atapiflp.bat script to build the floppy?  If so, you
should have seen the text it spits out which says:

  Now writing the atapi.flp image onto the floppy.  Please wait..
  Please also note that this will only configure your IDE CDROM
  for INSTALLATION purposes.  You will still need to configure your
  kernel to use the CDROM (assuming that it works at all) after
  the system is installed.  You can use the kernel.ATAPI image on
  the second CD or build your own (see handbook for details on building
  your own kernel).
