From the way you wrote this, I'm guessing you're using iijppp, rather 
than pppd. If so, check the sample files in /etc/ppp for ideas. It sounds 
as if your ppp.linkup file is either not in place or doesn't specify the 
ADD ........ HISADDR line.

Whichever ppp package you're using, once you have made the connection you 
need to add it as the default route to your ISP. Check the Handbook.
