We have experienced this problem, but it has been very infrequent and have never doubted that it was the modem. I talked to our Network Admin, and he said that WE DID experience this problem in the beginning, when people would try to connect using PPP. To solve it, we put a sleep in the /etc/netscripts/Dialin.login file. Here's how it ends.... #Add this to see if this helps. If it is up then delete it. route delete $REMOTE sleep 1 ifconfig $INTERFACE inet $LOCAL $REMOTE $* && exit 0 exit 1 ...and he also added the route.
