Although lack of network response doesn't necessarily indicate system
hang, I find that ping, grabbing the date, or better yet, rsh'ing
the uptime and load is a good monitoring technique.  Sure, failure may just
mean that inetd is dead or hung, but to your users, that's almost
just as bad as a system hang.
