Sorry, it was unintentional.  Our compilation server has Motif (so
that we can link libXm statically for packages).  Little did I know
that xemacs would automatically detect the existence of libXm and use
it for the dialog boxes unless told otherwise.

This has since been fixed, I put the new package (it's now version
19.14 too) in both packages-2.1.5 and packages-current of the ftp
site.  Unfortunately, it's already too late to fix it for the CD. :(
