Three problems: 1) Different kernel interfaces on the three systems for some items. 2) Different BSDs have a different focus. What one BSD thinks is a good idea for a userland program another BSD thinks is stupid. 3) politics Although I'd like to see this myself, I am not very optimistic about it happening. Bugfixes don't get applied to all three BSDs when perhaps they should (at least, not all of the fixes get applied). Cool improvements similarly don't get applied uniformly. Sigh. CommonBSD.
