ENABLE_STARTUP_LOCALE basically was a mistake.  However, the correct
fix was considered to have a too large impact on the entire system so
it was deliberately left out from 2.1.5.  (It is to stuff a setlocale()
into each utility that needs it.  xterm does already do this.)

It is already fixed in 2.2-current, but the process of fixing it was
a long-term effort.  I remember a recent commit series from Andrey
Chernov concerning this, still after 2.1.5 has been shipping.
