The machine's ethernet card configuration is hosed.  It's not talking to
the net at all.

You have all the configuration details right (at least according to the
docs :-), it just seems like your card is in conflict with something
else in the machine and not coming up on the net.

You say the card works fine in another machine - what's different
between the two machines, and can you do anything to make them more
alike until the problem shows itself? ;)
