Yes.  Just do:

  kbdcontrol -l /usr/share/syscons/keymaps/us.dvorak.kbd

If you use X, there are a variety of other options including using
the dvorak layout that comes with XFree86 (I think it was added in
3.1.2D, or somewhere around that revision), xmodmap, or xdvorak. 
Xdvorak is available from ftp.x.org, but I don't recall exactly
where.  I like xdvorak because it works pretty well on most any
xterminal and you can easily toggle between dvorak, and whatever the
normal layout was.  Useful if other people need to type on your
computer.

I have no idea.  I've never felt compelled to purchase a "real"
dvorak keyboard.  I don't really see why you would need one.  If you
touch type, you don't need the letters on the keycaps anyway.
