I have hit the same problem going from 2.1.0 to 2.1.5. sio2 & sio3 are 
both disabled in /usr/src/i386/conf/GENERIC. I removed the disable in the 
line. and recompiled. Did  Boot: -c , turned off as much stuff as I could 
so that the conflicts and uneeded probing didn't occurr and proceeded. 
several times to NO avail! I HAVE noticed before with 2.1.0 that if I am 
rebooting for whatever reason, It seems to be necessary to do a HARD 
reboot. the 3finger salute just doesn't seem to reset my internal 28.8 
modem card.
long and short of it is that "com3 & 4"  are disabled in the kernel and 
enableing them with Boot: -c doesn't do anything or so it appears to me.
