tcpdump uses the bpf device, you'll need to compile a new kernel with that
device in the kernel config file:

pseudo-device   bpfilter  4     # Berkeley packet filter (tcpdump)

ISTR you may also need to use MAKEDEV to create the device in /dev as well.

You won't really be able to download shared libraries like that, it
should already be on your system anyway, on my 2.1.0-R box for example:

paul@xciv:~ % ls -l /usr/X11R6/lib/libX11*
-rw-r--r--  1 root  wheel  651458 Nov  3  1995 /usr/X11R6/lib/libX11.a
-rw-r--r--  1 root  wheel  606862 Nov  3  1995 /usr/X11R6/lib/libX11.so.6.0
