I know on Linux, there's a freely-available command-line scanning program called "hpscanpbm". It's available via FTP from sunsite.unc.edu. However, I don't know if this includes glue code for FreeBSD. However, with "hpscan", it may be possible to easily port it. The other alternative is "XVScan", a product that my company sells. It's based off the excellent XV image manipulation and viewing software, and includes a fully registered copy of XV. It's certainly much easier than using command-line tools, and directly supports over a dozen image formats. You can find more information via the WWW at "http://www.tummy.com/xvscan/".
