It inherits it from inetd which inherits it from /etc/rc which
inherits it from init.  Of course, you should be able to modify
inetd's umask when starting it in /etc/rc.  However, be aware of
possible side-effects on other inetd-launched servers.

The shipped ftpd understands the `site umask' command, should that
be of any help for you.

Your best bet might be to use wuftpd (it's in the ports), since you
can adjust the effective umask there from the config file.
