Easy - Matrox MGA Millenium, with 220 Mhz RAMDAC.  This card + a high 
end Pentium or a Pentium Pro will give you great results.  

In in-house testing we were able to get about 20 Xmarks - DEC's high-end 
Alpha systems do about 24 Xmarks.
