okay... since you're using a mixture of different size SIMMs, 
I would make certain that all of them are the same speed.
If you're using different speed SIMMs, you're more likely to be 
asking for trouble.  ;-))

I would try taking out every single SIMMs chip out, and leave only
4meg RAM SIMMs inside the computer, boot up the computer and see
how that works.  If that works just fine.. then it means it's possible
you have some problems with your SIMMs.
