You have _completely_ misunderstood the nature of RARP. What you're talking
about is not RARP: it's DNS. RARP has nothing to do with other hosts being
able to resolve your IP address into a hostname.

Since I doubt very much that you run your own DNS server, I suggest you
talk to your ISP and ask them to make sure your IP address and hostname are
properly registered. This is their problem: nothing you can do will make
any difference.
