Sure.  The Toby frame buffer card is the original 8-bit video card
developed for the Mac II.  Toby refers to one of the designers of the
card.  (His name escapes me at the moment.)

As for your other question, I think that this card only supported the
13-inch Apple display as far as color monitors is concerned.
