The nls/* files of course have to go where specified. Some versions of Netscape have needed or wanted to deal with /usr/X11/* instead of /usr/X11R6/* . I stuck in a symlink and have had no problems. I'm currently running NS3.0 on a FreeBSD 2.1R platform, and get no warning messages.
