I had a similar problem with this board.  Both com ports claimed my USR
Sportster
modem wasn't functioning properly.  I knew it worked perfectly.  I tested
both ports 
with feedback plugs and MDR, the shareware modem doctor.  Both UARTS failed
analog feedback.  In other words, both ports were useless.  I am using an
old
controller card for my com ports now.  I have seen a report that you have
to use
the cables that came with the motherboard for the ports to work.  I did use
them. In
fact they were in use when I did my testing.  MDR tests work fine on the
controller 
board I have in there.
