I'm on for free through the university so time is > not a factor. From you description I would say you DON'T NEED dial on demand. Just setup the kernel-based PPP (pppd) and create two scripts, f.e. one called "startnet" and one called "stopnet". The first starts pppd, the second sends a kill signal to pppd.
