You need to set up your own nameserver that is primary for your local
network and is a slave of your ISPs nameserver(s).  There are books
about this by O'Reilly.  If you want a simple example, send me some
email.

As far as the IP aliasing is concerned, I believe there's a NAT package
running around somewhere.
