Is the CD light going out on your modem ? If so, this says that the other
end has gone away. This causes the OS to give ppp a HUP signal. When ppp
gets a HUP, it'll either go away (not -auto) or hang around waiting for
something to pass its dfilter.
I suspect you've got clocal turned on on your port... maybe.
