I use qpop from the packages-current (perhaps now packages-2.2 with the
latest rearrangements -- I haven't looked recently). It's been working
fine for me and my family (plus a few priviledged friends).

I looked into doing this a while back. Several of the utility programs
(such as add_user) also contain the 8-character limit. After hunting
down several such routines, I gave up and went with aliases for incoming
mail.

At the very least, you'll have to recompile the kernel and then run a
make world. I don't know if more would be required.
