I've never had much luck with tip. Try using cu instead.  From your
nearest ftp'able copy of the source tree the example files in
src/gnu/libexec/uucp/sample and put them in /etc/uucp. Edit
/etc/uucp/port to taste and then try (as root) `cu -l tty02 dir'.
You should then be talking directly to the modem. Once that's going,
set up dialer and sys files correctly and you're set to type `cu
hostname'.
