I'd look at the INN FAQ's, which you can find on news.software.nntp,
which is also a good place to INN questions.

Depending on how busy you expect your machine to be, you should look
at splitting your news spool across multiple discs. Most high
performance news machines utilise some form of disc-striping for
performance gains.
